[Public-List] fix

Forward of the the aft floor bulkhead at the bilge there is space and the
bulkhead has limber hole to allow water to drain into the bilge check the
glass over the ballast before replacing the floor.  I don't see the need
to use foam, replace the cross bracing and the ply sub floor.
