[alberg30] Under the stanchions

On the balsa-cored boats (except, I think, the first few) the
balsa core runs all the way out to the edge.  Rebed them sooner.
In fact, I'd suggest sealing the holes with epoxy before
rebedding them.  Whitby had an unfortunate habit of making
holes through the balsa core that eventually gets wet.
