That doesn't sound like Demosthenes, so I did a search.  According to

Requiring strobe lights is contrary to COLREGS.  I can't imagine that
passing, but you're right about eternal vigilance.  I did a search
of the Coast Guard site and didn't find anything on these.  Perhaps
the Pilots Association hasn't yet submitted them to the CG?
