 My recent copy of the Chesapeake Area Professional Captain's
Association newsletter carries two proposed new USCG regulations (with
no other information):

1) require sailboats carry flashing strobe lights at night
2) exclusion zones for sailboats be created in high-speed ferry lanes
such Long Island Sound where ferries take gamblers from New York City to
casinos in Connecticut and the Chesapeake Bay shipping channels, among
others.
    These may be coming from the Maryland Pilots' Association.

    While I should think such rules would not succeed in being approved,
they are worrisome and "Eternal vigilance is the price of liberty," as
Demosthenes said.
