I won't address the exclusion zone question, but there could be a problem with
the strobes.  

"Under Inland Navigation Rules, a high intensity white light flashing at
regular intervals from 50-70 times a minute is considered a distress signal."
       from USCG Pamphlet "FEDERAL REQUIREMENTS and safety tips for
recreational boats  1997"

 I guess the supposed proposal assumes that if we are underway at night we are
in distress.  

Don't you just enjoy being looked out for?
