I find it hard to believe a rebuild price of $4000 for what amounts to a
1930's technology flat head 4 cylinder engine. I would expect a V-8 car
engine rebuild to cost about $1200-including resurfacing the crank,valve
job, and little goodies like new oil pump.  Also, if Cdn means Canadian, I
assume you would be sailing on the Great Lakes. You would be adding a lot of
expense and complexity just to run antifreeze (and , granted, anticorrosion
properties) through an old engine that otherwise would be running in fresh
water and operating at lower temps.

The Cutless bearing is pressed in and out of it's housing-If you found
rubber, you are in the right ball park (technically speaking, the packing
gland is inside the boat :-) ). Those rubber squeegee looking things are
mounted in a bronze tube which is held in place with two set screws.
Practically speaking, probably the best move is to just hand the whole thing
to a propeller shop (tell them what size shaft you have) and pick it up when
ready.
