Q'est-ce que c'est "rocker faucet?"

The previous owner of our boat plumbed pressure water (cold only)
to the head to support a shower that can be pulled up through
the forward hatch on deck.  He removed the original pump and put
a nozzle powered by the pressure-water.

I don't quite understand the logic of having a sink filled by
an electric pump when it must be emptied manually, but that's 
still the arrangement we have.
