No, Sikkens Cetol is not like varnish.  It's a completely synthetic
material.  I don't remember the chemistry of it, right now.  Armada
is a similar product.  We started using Sikkens before they had a
marine version, but now we prefer the Armada.  Both are good products.

Surface preparation is the key to a good looking finish with these.
You need to get the wood really clean.  If there is a slight amount
of mildew left in the grain, the finish will come out looking really
grungy.  (Don't ask me how I know this.)  Products like household
bleach and Fantastik are good cleaners, but you may need to wash
it down a couple times and rinse really well.  Teak cleaners are
probably overkill and are really hard on the wood.
