Dick,

As someone else pointed out, the insulators on the backstay
allow the backstay to be used as a radio antenna.

As for your other question, it's not entirely clear to me 
what you're describing.  Could these be the engine room
ventilation?  Maybe someone switched the boat to diesel
and capped them off?  How big are the chains?  Could they
just be "keepers" to keep the caps from getting lost?
