Dick,
    I just got home  from a trip up to Washington, DC. As someone has
already said, the insulators are to isolate the backstay for use as a
radio antenna. (NOT VHF!) It would require a downwire to the
transmitter, via a coupler (analogous to the loran coupler) to tune the
backstay to the frequency you were using.
