Joe -

I had a similar problem, and I solved it just like George suggested - I took
the entire manifold off & brought it home.  I then ended up grinding the heads
off the 2 bolts (what little was left of them), & extracting the rest of the
screws.  Then I wire-brushed (sandblasting would have been better) the flange &
the manifold.  I chased out the threads in the holes, & replaced the screws
with stainless hex bolts.  I also took advantage of having the manifold off to
bang out the rust (a LOT of rust) from the manifold.

I also used fiberglass insulation from an automotive store, it worked fine.
The manager said he stocked it because the commercial fishermen used it to wrap
their exhaust pipes.
