Joe,
As you may know, my boat #412 (1970) had this same arrangement. When I
got the boat the chocks had already been moved back to the toe rail to allow
for the "bow roller". I would suggest that you try a good penetrating product
and let it set overnight. I would then employ the use of an "Impact Driver".
This device , when struck with a hammer , will produce both a downward and
twisting force at the same time. Be patient and try to determine if the screw
is moving even the slightest amount, apply a bit more penetrant and let soak
a bit more. If at this point , you detect *no* movement , a bit of heat
might be beneficial. In that the SS and Alum. should expand and contract at
different rates this could help .... I do not think you will apply enough
heat by playing the frame of a propane torch to be a problem ... be prudent.
If this fails you could drill off the screw heads , pry off the chocks
and try to grip the protruding screws with "vice grips" ... as a last result
you could cut off flush with the stem peace.
For what it is worth , the holes which remain in my stem fitting look to
be about a 1/4-20 SAE thread.
