Bob, I've had my boat for 12 years, and haven't run across anything quite 
like that.  I have , however, found bits that don't see to fit anything.  
Solution:  take it home, put it on a shelf, just in case , someday, someone 
tells you how to use it.
Might even be part of a childs toy.
