Unless this is a new kind of primer that supposedly requires no sanding, then
I think that is the problem. The primer surface has to be silky smooth in
order for the final finish coats to be the same. Work your way up to 400
grit sandpaper until the primer is smooth to your eye and touch. The, spray
some black laquer paint, (auto supply store) on a soft rag that is wet, not
soaked, with paint thinner. Rub the rag on the boat, and the black paint
will fill and reveal any more defects that have to be sanded out. Sand, rub
on the black paint, sand again, repeating the cycle until the black paint
does not show on the boat, meaining that there are no defects for it to fill
anymore. You can go to 600 grit, if you are realy compulsive.
