Bill, the solution is so simple you will laugh.  Simplu grind the bottom of 
the tube untill it fits the hull.  You are useing a tube aren't you?  Epoxy 
the tube to the hull.  Mine is all the way forward under the port berth.  
then mount you transponder inside the tube.  a round piece of fiberglass will 
do, and fill the tube with mineral oil
 Russ  ( youcan seal the end with wax)
