Gordon, 
I got a free (free) Magellan 300 from Cadalic for test driving a car.  It has 
the ability to enter Lat, lon. without much problem  I think that West 
carries that, or close to it.  No cities programed in that I can tell.  I 
have a slightly  older hand held Garmin that is programable also.  Good luck
