[Alberg30] De-lamination in Bilge

I am looking at purchasing a 1966 Alberg 30.  On inspection of the forward 
bilge area  I noticed that where the fiberglass meets the top of the keel, 
the glass is de-laminating.  It appears that the iron keel has corroded a bit 
and caused this to happen.  Is this common and/or something to be concerned 
about?
