[Alberg30] tunning, shroud tension

For the benefit of those without Excel, I've converted Mike's list
to plain ASCII text.  I also sorted the values by tension on the 
uppers and forward lowers.

Hull 277 seems to be listed twice, but I'm sure that's just a typo.
If anyone can draw some general conclusions from this list,
I think we'd all like to hear it.
