[Alberg30] toerails and bulkhead

I repaired my bulkhead by first removing the cabinetry behind the head and 
the shelves in the hanging locker. Once I had room to work, I carefully 
ground the fiberglass that bonded the bulkhead to the hull. Then with great 
care I continued to grind away the rotted plywood leaving only the teak 
vainer in the forepeak. Once back to good wood I started to rebuild the 
removed material with fiberglass, bringing the last few layers well out onto 
the good wood. 

I did this about 6 years age and the repair seems to be holding up well.
