[Alberg30] Mast steps and goosenecks

The question was raised "Are they really round headed bolts" holding the mast 
to the mast step on #303 Emotional Rescue? Yes, and they also have rusty 
steel washers put on by the previous maintenance manager of this AYH club 
boat. They also did not unstep the mast for the last 3 years to "save money".
