I'm no longer familiar with the area - it's been a *long* time. But for for 
New York City access, isn't there an anchorage in Flushing Bay off Shea 
Stadium which is next to the subway?  Also, anywhere to anchor or tie up 
near the subway stops in Broad Channel, Sheepshead Bay, the Rockaways, etc 
in Jamaica Bay?

In my youth those places were close convenient & cheap to get in the City. 
But who knows now?
