I find that I use different length depending on conditions and speed.

In a following sea I use a line that keeps the dink more then 1/2 a 
wavelength behind me so it doesn't serf into the boat.

In flat water I go by line tension. If you get the dink to serf your own wake 
there is almost no load on the line.
