I agree with Bob on not "Teeing" the supply.  Before you try anything drastic, try running with the fill cap loose so it acts as a vent.  Obviously this should be done on a lousy sailing day since you don't want any water on deck.  If it is a vent issue, you might try leading the return to the fill (a copper tee perhaps).
