Peter; In my opinion, sanding would abrade the anodiZing finish on the 
aluminum but that depends on how much anodiZing finish was there originally. 
All you want is a "tooth" or slightly rough surface to accept the new paint.

If the paint on the mast is original, I doubt that the manufacturer would 
have given the aluminum a protective anodizing finish also. They would 
usually leave the aluminum in a Mill Finish, and then given a prime paint and 
a finish paint coating.

Any epoxy metal filler, after drying, would be sufficient to be slightly 
abraded flush. Touch up the filler first with the new prime paint before 
given the entire mast the prime paint. Ed. Schroeder #303
