At what vertical level would this plate be welded to the stem fitting?
I'm not sure I understand how what you describe will solve the problem,
as I see it. I think I'm missing something. A drawing would help me
understand what you mean.
If you look at

you'll see that you can move the chocks without moving the pulpit
mounting. There's several different approaches to the problem at

Unless it's been recaulked, you're likely to find air under the
stem fitting. The caulking probably fell out years ago.
