George is right, there have to be holes drilled into the cutlass bearing
where the water can enter. The rubber grooves allow for a flow of water
through the bearing, but the holes in the side of the housing is where the
water starts.

George, is this normal procedure, or a tip from your treasure-trove of
experience? I never thought I'd need to do something like that! Isn't that
what the rubber grooves inside the bearing are for?
