[Alberg30] Water tank drain

We've got an inspection plate added to our tank, too.  We just pump
out the tank and then sponge out what remains.  The lines are pumped
as dry as they can be.  We've had no problems, though the winters in
Maryland aren't especially harsh.

I think the inspection plate is a good idea, and would add one if I
didn't have one.  You might worry about leakage, but a little vaseline
on the threads ensures a seal.  The leaks are at the original rivets
around the edge of the tank top.  (Yes, I've still got to fix that
problem.)
