P.S.  PHRF doesn't use the class rules.  They make their own decisions, 
and if the regional PHRF committee says a 184% spinnaker gets a penalty, 
then, by definition, it's correct.  I believe the A30's in the Great 
Lakes Alberg Association use a slightly smaller spinnaker to conform to 
the local PHRF limits.
