Bob,  as you twist the flange,  it could be stuck on the threads and you
are simply getting some elastic effect from the gobs of sealant that holds
the tube inside the boat.  You will probably need to get a wrench on the
tube from the inside so that you can put greater torque to unscrew the
flange.

You mentioned a leak near the rudder stuffing box as your next project.  A
couple of comments that may help.  There is not much going on in the rudder
stuffing box (compared to the prop stuffing box) that wears them out.  I
can't speak for others but on #433, the leak was around the glassed area
where the rudder tube entered the interior of the hull.  It appears to be
just slightly above the water line and only leaked when wave action or
weight in the cockpit pushed the area slightly below the waterline.  In my
case I repacked the stuffing box and still had a leak.  Only then did I
notice on a choppy day that the water was seeping around the tube.  I was
able to repair this by cleaning the metal and glass area and wrapping 1/2"
by 8" strips of glass cloth around the shaft and down onto the existing
glass area.  This has been trouble free for four or five years.  My guess
is that someone tried to loosen the packing nut with only one wrench and
twisted the tube.  This broke the seal.  So be careful when you try to
repack the rudder stuffing box so that you don't create or make worse this
problem.  Good Luck
