[Alberg30] Tiller or Wheel

I don't think any boats were originally delivered with a wheel. Quite a
few have had them added.
Personally, I prefer a tiller. Not only is it much simpler,
mechanically, but I like the feel of the boat I get with a tiller. The
Alberg 30 certainly doesn't require the mechanical advantage of a wheel.
