When the shaft is not turning, the stuffing box should not drip. When the 
shaft is turning, it should drip at a regular interval which I think is 
about one drip every 5-10 seconds. Maybe some else has the time interval. 
You can also touch it to make sure it's not too hot. It will be warm, but 
shouldn't be too hot to hold. Hope this helps.

Could someone please give me the proper procedure for tightening the
Stuffing Box. I ran the engine to get it warm this weekend and found the
stuffing box was not only dripping, but running in to the bilge. I got it
stopped but am now concerned that I got it too tight. Should it drip only
when in gear or all the time and how much?? Should I back off the nut until
it drips??
