[Alberg30] Toe Rail/Hull/Deck Joint Bolts

Hey Bill,

I had leaking toe rail bolts, too. They were all at the genny track. I did 
not want to lift the entire toe rail this year, as I have too much else to do 
this year. I pulled out one bolt at a time, then, rebedded in clear silicone. 
Two still leak, and I am just going to repeat the process.

If the bolts at the scarf are plugged, you can still do this, but just be 
very carelfull not to split the rail when getting the plugs out.
