Thru bolting the chock...with a backing plate--that's the answer. I believe that's the way they were on Quest and they were over sized chocks too. I'll guarantee it won't pop off anymore. When it gets over loaded it'll just open up (yield). While thru bolting would solve you pop off problem it's not the final solution. There is none, chocks aren't designed to support significant wave slap loading. I'm not going to do any calculations but I estimate thru bolting could provide an order of magnitude improvement since to get failure the metal bolt must fail versus the fiberglass in the screw joint.
Think about it.

I like the idea of cutting out a section of the toe rail [older boats] and
fitting a chock right to the deck. But this would require a lot of work and
skill to make it look right and function well.
