You just described a golf tee!  You can get 100 for a couple of bucks at
any sports store.

My solution was to use a slightly over sized dowel, chuck it up into a
drill and put a slight taper on  it while holding it against a revolving
disk sander while the drill is turning and then lopping the little
rascal off at the band saw and then doing it all over again. You can
turn out a nice little pile of these plugs in short order.

 Lightly tap them into the holes leaving enough sticking up to work get
them out. Caulk if you like, but I would do so sparingly.
