[Alberg30] Class Rules

where did you find the material on sails? I have run into it in the
past, but can seem to find it now when I want it. It does not seem to be
where I think it ought to be. No doubt I am missing something, but a
little direction on this would be much appreciated.

I have heard so many references to Class Rules, I thought I would look
up the rules and found only those pertaining to sails on the A30 site. 
Does anyone know where I can find a complete copy of the rules and who
interprets them?
