[Alberg30] hull and deck joint

Mark,

The only hull-deck joint problems of which I'm aware have been 
precipitated by collisions.  There's no doubt, though, that 
through-bolts would be stronger, and when the rail is off, I'd recommend 
replacing the rivets with machine screws.
