[Alberg30] Cooling Water Outlet Gunk

Valency runs an Atomic 4 with a freshwater secondary coolant.  I was
observing the primary cooling water outlet while idling at the dock, and
noticed black stuff floating in the water, coagulated into 2 inch or so
diameter, very thin mats. Is this an exhaust product? Anyone else observe
such a thing?
