I have always understood that the best bet is a mooring or Star shaped
Anchor for the boat.THis way you limit your connection with the dock, give
the ability fo the boat to ride out the storm as best it can with what the
designer has give it and hope that the chain holds. Generally if the chain
is in good shape it will hold the boat but doubling up the lines is the
key. Obviously anything can and will go wrong according to murphy. If
youre going to pray do it with a little help though.

The Star shaped anchor looks like :

                  + : Anchor
                  |
                  | :Chain
                  |
                  |
120 degree angle O---------------: Chain to boat
on all sides / \
                / \
               / \
              / \
     Anchor: + + Anchor

I do not remember the name But I believe that this can help next to
placing you boat up in the back waters of the Bay Creeks.
