It's been my experience that sanding doesn't work very well on teak.  
The grain sands inconsistant and you end up sanding too much.  I would 
take a good sharp scraper first.  That will clean a lot and you'll end 
up with smoother wood.  Then you can use the teak cleaner.  I've only 
done that on the cabin floor.  It worked great there.
