What problem does it solve? Green water in the cabin? Is it glassed in or
bolted on?

The "sea hood" was a standard feature on later vintage Albergs. Many older 
boats have had sea hoods retrofitted, like the the one on Buddy Franklin's 
boat. Read Beigel has a mold for sea hoods and can make you one if you want.
