I believe that the  lower of the two grooves is the design waterline of the
boat, and the upper is the corresponding top of the boot stripe, The
difference in width at the bow (and at the stern) is intentional, to give a
pleasing appearance.  Whether the boat floats on the design waterline is a
good question.  The boat was originally designed to have a lead keel, and a
few boats were so built.  A cast iron keel was soon substituted, presumably
to save money.  This may have altered the boat's actual flotation line.
Furthermore, how the boat is loaded will affect the flotation line.  Perhaps
it is a good idea to start with the scribed grooves and see whether they
match the actual flotation lines of the boat.
