I measured speed with the knotmeter and GPS. The RPM's stop at 1500 in
forward no matter how much gas. In neutral OR reverse it will keep going up
with throttle well past 1500. Trying to punch through 3' waves into the wind
I only got 2 knots.

How are you measuring the speed?  Are you getting only 1500 rpm no
matter how far you push the gas lever?  Can you get better than 1500 rpm
in neutral?

Yes, you can scrub a bottom painted with ablative paint.  You just don't
want to scrub any harder than necessary.
