I would never use latex on a boat. The best way to remove old paint is by 
sanding. I have never tried this on any boat other than an A30, so you may 
need to experiment. Then re-paint with a good quality oil-based paint. I 
found that it does not have to be expensive marine paints and have used 
Benjamin Moore very successfully.
