Not sure what is meant by "sloppy" pin - if its corrosion you'll see that when you remove the shoe.  It might be worthwhile before removing the shoe to scrape away all the crud from the shoe and pin area and swing the rudder hard over and back while looking at and/or holding the shoe, pintles/gudgeons. If you remove the tiller you can swing the rudder youself from down below. Hopefully its just an exercise to confirm that its the pin. In any event, its a real good idea to replace the 4 side bolts on the shoe.
