The key you provided is that it condenses the steam - thereby extracting the
energy the boiler put into it.
That's what was missing from the Pursuit Dynamics Web site.

These links might help with that:

"It is based on an invention that showed that practical thrust could be
generated by the injection of steam through a nozzle into water when
assisted by the introduction of air."
"The mixing process starts as a stratified non-equilibrium state, at the
nozzle exit, but due to interface momentum and energy transfer the steam
undergoes a condensation process which ultimately results in a
localised compressive shock within the flow. The condensation shock
results in large pressure differences which subsequently lead to
significant fluid motion. "
Of course we have always used the action/reaction laws and the formula F =
MA to move stuff by expelling steam (mass) under pressure
(acceleration) but I think they are also using Computational Fluid
Dynamics (needs computers because of it's complex formulas) to harness that
extra power that can be had from using supersonic shockwaves in the steam.
Not long ago there wasn't enough computer power on the planet to model a
simple shockwave in steam but these days CFD is being used to improve the
performance of many machines including electrical generators (my
background).
Not that I understand those formulas, if I did I would be an Engineer not
an Engineering Technician. LOL
