Austin,
I had the good fortune of only needing to fill one good size chunk that ripped off - the Rudder.  I've never worked with marine fillers.  You can buy West System fillers when working with west epoxy. I will use the west 404 filler (there strongest filler) to fill the oversized bolts holes in the rudder then tap/thread the cured epoxy/filler.  West recommends a certain type of filler if fairing is involved - but sounds like the patch is small area - so maybe going with the stronger stuff (404) that is harder to fair is not an issue. www.Jamestowndistributors.com has snippets of info on each of the west fillers. 

Btw the maintenance manual has some very good info on the rudder and if you need any help tracking down hardware give a shout.
