Andy,  I am not sure what the group consensus is for this repair but I had 
the same problem and simply sanded and cleaned the surface well then 
applied wetted 2" fiberglass strips around the entire top seam of the 
tank.  Problem solved.  Don't know if the glass was overkill but I figured 
that when near full in a rough seaway,  the stress of the water sloshing 
around could be pretty great.  My only caution is to either thicken the 
epoxy a little or somehow protect the inside of the tank below the seam. 
Even though the gap seemed very small,  I ended up with some epoxy drips 
into the tank and on the liner.
