Hi Bob - 

You are lucky in that your boat is a tiller steerer... I have to deal with
the pedestal.  (now is when I pay for the way having a wheel makes me feel
like a superior gentleman yachtsman...)

I will do as follows...

Remove rudder head and shaft guide casting

Remove pedestal w/throttle control and steering cables

Cut top laminate of sole off using high speed rotary tool

Peel off top laminate hopefully preserving it

Excavate remaining balsa and slurk core

Lay appropriate thickness of high density foam in epoxy (hold down with
bricks sitting on waxed paper so foam does not float on epoxy

Lay in appropriate thickness of oak where pedestal bolts and rudder casting
bolts go through

Seal epoxy on top, fill all voids with thickened epoxy

Lay on salvaged top laminate in epoxy

Finish curf around cuts with whitened epoxy

Bolt back in rudder casting

Think hard...am I fed up with this job or do I want to move the pedestal aft
18" like I think I do.  Moving it opens up a whole can of worms re-leading
the steering cables and getting a new longer throttle Teleflex cable.  If I
forgot to move the hardened spots for the ped bolts a few steps ago say 'oh
well' and put it back where it was

Piece of cake?  Well actually the toughest parts may be getting the rudder
head casting off and fiddling with the steering cables.

Also, the softness is only detectable in the after part of the cockpit sole;
I occasionally try to talk myself into just doing the part aft of the ped...
