The sand is pretty wet. It will probably dry given enough time of
course. Then I suppose it's a matter of laying some fiberglass over the
top.

I'm not sure that's necessary, or even necessarily effective.  You're 
still going to need to dry things out after draining--a hole won't do 
that.  And polyester resin is not completely waterproof, anyway.

How much water do you have in there?
