Originally I think they were painted. Many owners later used gold foil tape 
available at the boat stores. The foil tape looses its gold color in about a 
year. It is hard to remove, but a little heat would help soften the 
adhesive.

The stripe that is molded in to the hull maybe 6-8"
below the rub rail is gold on Aurora (as it apparently
is on a lot of the A30's).  It needs to be redone.  Is
it usually paint or tape?  It kind of looks like tape,
but picking at it makes me think it is paint.

Is there any trick to scraping or sanding it smooth,
without messing up the rest of the hull, so that I can
reapply it?

What kind of tape or paint is preferred for applying
the stripe?
